Local Government reform is one that will change significantly. With the Police, Fire, Engineering, Accounting, Public Works, Community and Economic Development and other positions moving to the county level, there are very few positions left at the city level.
All remaining positions such as the administration (city manager, city council, city mayor, other city positions) would need to be moved to a voluntary role without funding. There are a significant number of people that would be honored to act as the city mayor or council member without receiving pay and benefits for it. As such, all of those positions will no longer be funded.
A staggering 78% of City expenses are the Labor and Benefits of the workforce. By consolidating the essential services to the county level, we will be able to reduce the entire headcount significantly while making all other city positions voluntary. By cutting most of the 78% out of the budgets, the increase of sales taxes would be minimal if any at all. In fact, a well run county would be able to cut its sales tax rate while eliminating all of the other expenses. This is the way to reform government.
Business Type Activities
Any business type fees would be included in the sales tax and therefore would be repealed. By having business type activities run by the county, they will be able to provide a better service for a better price as they are able to negotiate for the entire county, not just local cities. Many of the business type activities like the Recreation Centers will be sold off.
Additional Services
The exciting part of reforming the cities and counties is that there is going to be a significant amount of savings and areas to provide better services to those in the county.
City Bonds
City bonding needs to be repealed and all the debts paid off. Cities should not be allowed to incur any debt.
City Vehicles
There is no need to provide city vehicles for city employees. All city vehicles need to be returned and eliminate this cost.
