State Government

Balanced budgets funded by sales tax revenue alone — no income tax, no bonds, no debt.

The same fiscal discipline applied at the federal level extends to every state. Fund the entire state government from sales tax revenue. Eliminate income taxes, repeal bonding authority, and privatize state-run institutions that the private sector handles more efficiently.

Create a Balanced Budget

Fund the entire state government from current sales tax revenues. No deficit spending. No borrowing. If revenues fall, expenditures fall with them.

Health Care

Health care administration is not a state responsibility. Cut state-level health care administration costs to zero. Individuals manage their own health care through HSAs and private insurance in a competitive market.

Education

Sell all state colleges and universities to private entities. Competition drives better pricing and higher quality. The federal Department of Education has been eliminated — states that continue to run their own education bureaucracies will be outcompeted by those that privatize.

Transportation & Public Safety

Combine state police with county departments to eliminate duplication. The state DOT receives a doubled budget from combined federal and state fuel taxes (with federal fuel tax transferred to states) to maintain roads and infrastructure.

DMV Reform

Registration required only on transfer of ownership, not annually. Replace license plates with GPS devices under the hood for identification and stolen vehicle recovery.

Courts

Process the majority of cases online, where judges review filings and rule electronically. Reserve in-person proceedings for jury trials and complex matters. This dramatically reduces court staffing and facility costs.

State Bonds

Repeal all state bonding authority. States should not incur debt. If a project cannot be funded from current revenue, it waits until it can.

State Taxes

Repeal all state taxes except Motor Fuel Tax and a fixed 7.5% Sales Tax. No income tax. No property tax. Two taxes, both simple to administer and transparent to residents.
